About the Opportunity

Our Federal Government client requires the services of one (1) Business Analyst, level 3 to lead the business and system requirements gathering for a web content management solution (WCMS). The consultant will work with the development, support team, and various stakeholders to understand and document their content management requirements and assist end-users testing, acceptance and training.

Duties and deliverables may include but not be limited to the following:

  • Analyze Website information architectures as required
  • Conduct work sessions with client groups to identify, define and consolidate website requirements and service delivery processes
  • Develop requirements documentation for the WCMS project
  • Analyze current web environment – website designs, roles and responsibilities, current procedures, workflows, data types, file formats
  • Develop training materials required to support WET4 implementation and upgrade to the new vendor platform
  • Assist with User Acceptance Testing (UAT) and documentation of the results
  • Analyze requirements against WET4 templates to determine gap and determine options
  • Provide guidance and advice on usability best practices; and Knowledge transfer
  • Optimize user experiences by recommending enhancements to the information architecture
  • Identify key concerns and opportunities based on a review of the website or application
  • Attend and organize meetings on a required basis


About You

The successful candidate will have the following: 

  • The bidder must propose one (1) Business Analyst Level 3 under the TBIPS Supply Arrangement (SA) identified in this RFP. The bidder must submit the resource's resume 
  • The proposed resource must hold a valid Government of Canada (SECRET) or higher security clearance at the date and time of the RFP bid closing. Note: Bidders should provide: security file number; date of birth; and full legal name of the proposed resource 
  • The proposed resource must have post-secondary degree from a recognized university in computer science or in an information management (IM/IT) related discipline or in other relevant field. A copy of the certificate/diploma/degree must be included in the bid proposal documents 
  • The bidder must provide at least two (2) references from Business Analysis projects within the last four (4) years, as of bid closing that can validate the experience of the proposed resource. Information must include organization, contact name, email address, a description of the projects and the date and duration of the contract
  • The bidder must demonstrate, using detailed project descriptions, that the proposed resource has a minimum of ten (10) years of experience working as a business analyst on information technology projects    
  • The bidder must demonstrate, using detailed project descriptions that the proposed resource has worked within an environment using Agile software development methodology for a minimum of 3 (three) years within the last 8 (eight) years as of bid closing
  • The bidder must demonstrate using detailed project descriptions that the proposed resource has experience in preparing Business Requirement Documents (BRDs) for a minimum of 4 (four) years within the last 10 (ten) years as of bid closing
  • The bidder must demonstrate using detailed project descriptions that the proposed resource has used Microsoft Team Foundation Server (TFS) to manage software defects and requirements for a minimum of 2 (two) years within the last 5 years as of bid closing
  • The bidder must demonstrate using detailed project descriptions that the proposed resource has experience in preparing and presenting project status dashboards (including executive dashboards and summary reports) for project authorities and senior executives for a minimum of 1 (one) year within the last 4 (four) years as of bid closing
