Our Public Sector client is seeking one Senior Special Advisor to provide expert advisory services in user experience research, user experience design, design thinking, and user-centred approaches in support of application modernization and digital business transformation initiatives.
The successful candidate will support the review and development of scalable user research and design practices for a complex public sector environment. This work will include reviewing current procedures, researching emerging practices, advising senior leadership, supporting engagement with business clients and users, and developing practical tools, templates, standard operating procedures, strategies, and implementation plans.

About the Opportunity
Our Public Sector client is seeking one Senior Special Advisor to provide expert advisory services in user experience research, user experience design, design thinking, and user-centred approaches in support of application modernization and digital business transformation initiatives.
The successful candidate will support the review and development of scalable user research and design practices for a complex public sector environment. This work will include reviewing current procedures, researching emerging practices, advising senior leadership, supporting engagement with business clients and users, and developing practical tools, templates, standard operating procedures, strategies, and implementation plans.
Duties include but are not limited to:
- Review current procedures, research emerging procedures and practices in user experience research and design, and develop an implementation strategy and plan to support operational objectives more effectively and efficiently
- Review current procedures and their alignment with applicable public sector policies, digital strategies, and data strategies, and provide methodologies to implement, monitor, and continuously improve them
- Conduct research and identify options and resolutions related to processes and modern technology choices for current transitory activities by documenting and analyzing existing solutions and business processes as part of user experience research
- Support implementation teams by monitoring and evaluating engagement processes and procedures with business clients, and providing strategic advice and guidance related to user experience research and design
- Identify opportunities to gain operational efficiencies while supporting compliance with applicable policies and directives
- Provide training expertise and direction on how user experience research and user-centric approaches can be leveraged and integrated into business processes
- Provide research, advice, and strategies to management in the adoption of User Experience, User Experience Research, User Centric Design, and UX Design
- Develop an implementation plan for the research that includes, but is not limited to:
- Research into industry best practices and alignment with applicable public sector service, digital, and data policies, directives, and strategies
- Implementation Plan
- Standard Operating Procedures related to User Experience Research and Design
- Toolkit and templates used in User Experience Research and Design for practical use
- Engage, alongside internal leads, with business clients to conduct user experience activities by leveraging User Experience Research methods, including qualitative, quantitative, and evaluative approaches
- Interview various user groups and support workshops, surveys, guided discussions, and related engagement activities
- Document engagement activities, provide summaries, document findings, and document workflows
- Monitor, evaluate, and recommend changes to current and proposed processes to support alignment with organizational culture and capabilities
- Engage users and document how current systems are being used to develop baseline document templates, standard operating procedures, and tools
- Validate, monitor, and adapt current and proposed standard operating procedures through hands-on trial and implementation of proposed strategies and procedures
The successful candidate will have the following:
- Valid Secret security clearance
- Experience within the last ten (10) years providing expert advisory services in design thinking, user experience research, and user experience design on three (3) large Federal Government projects, each at least six (6) months in duration and involving multi-million-dollar budgets, multi-disciplinary teams, policy or legislative impacts, and complex organizations with 2,000+ employees across multiple regions in Canada
- At least five (5) years of experience within the last seven (7) years leading at least three (3) large digital business transformation projects for complex organizations as the lead user experience designer performing research methodologies
- Experience identifying user experience research methodologies conducted and service design artifacts produced for each qualifying project
- At least five (5) years of experience within the last seven (7) years developing strategies, service blueprints, and implementation plans for teams leading the design of digital solutions in adopting user experience research and design
- Experience with digital solutions that were deployed into production and had at least 2,000 users
- Experience articulating team size and details of the strategy, service blueprint, and implementation plan produced
- Experience developing and presenting strategies to senior officials in support of adopting user experience research and design, demonstrated through at least three (3) project examples
- Experience conducting user research using qualitative, quantitative, and evaluative methods such as interviews, workshops, surveys, and guided discussions
- Experience documenting engagement activities, findings, workflows, business processes, and user needs
- Experience developing user experience research and design tools, templates, standard operating procedures, implementation plans, and practical guidance materials
- Contract duration: July 9, 2026 to April 28, 2027 (42 weeks)
- Work Arrangement: On-site in the National Capital Region
